BACOLOR, PAMPANGA—Buried and dismembered by Mt. Pinatubo’s eruptions and lahar since 1991, this tiny Pampanga town has gone hi-tech in documenting how its residents have been transcending the disaster, and rebuilding their lives.


At the helm of this computer-aided documentation is an American sociologist, Dr. Kathleen Crittenden.

Crittenden, 64, and a retired professor at the University of Illinois, used the software Arc-GIS (Geographical Information System) to produce a digital map linked to hundreds of images that captured the glorious, normal and tragic years in the town.

The awakening of the volcano, located 34 km northwest, sent most of its 70,000 residents on an exodus, almost emptying the town that was a crown jewel of the Spanish colonial government, capital of the Philippines during the British Occupation, capital of Pampanga until 1904 and the province’s “Athens.”


The photographs were either contributed by residents and volcanologists or taken by Crittenden in the course of her research with Kapampangan sociologists Cora Lamug and Gloria Nelson, and marine geologist Kelvin Rodolfo following the catastrophic lahar flows in 1995.

Crittenden has lived in the town one to six months yearly to document the rebuilding process.Among Philippine communities buried by volcanic debris, Bacolor is so far the first to use this mapping technology, according to Rodolfo.

For a start, the map is of Bacolor’s capital, Cabambangan. Based on a 1916 cadastral map, Crittenden reconstructed the village’s outlines that had been erased by lahar and floods.

Dots and history

Divided into 14 sections, the map contains more than 300 dots representing the locations of houses, monuments and public structures rebuilt on top of 6.5 meters of lahar on the average.
At a click of the mouse, the dot opens to reveal how the families, the town government and the Catholic parishes lost and rebuilt the structures in stages.

The photographs, arranged in a continuum, help one see the extent of the devastation and especially, the painstaking efforts and resilience of the residents.

“Every stilted house represents a story,” Crittenden told researchers in a presentation at the Holy Angel University’s Juan D. Nepomuceno Center for Kapampangan Studies on Saturday.
Stilts, either made of wood or concrete, were what the residents used to raise what were left of their homes. Car jacks were their only tool to do this lahar-defying technique after the 1991 eruptions.
After 1995, Kapampangans in the United States sent home six large hydraulic jacks. Through these, the municipal government started a house-raising program for more than 250 houses. Elevated with space enough to let a truck pass under, the houses looked like birdhouses.

By 1999, the families who refused to leave and those who decided to return from faraway resettlement sites began building permanent homes on recycled or entirely new materials.

Mayor Romeo Dungca said not less than 5,000 families have since returned to the town.

Resilience

It’s a rebuilding process largely done on local resources. Writing for the Natural Hazards Review in May 2001, Crittenden observes: “Lacking guidance, resources and other support from the national government, the municipality of Bacolor is not ready to design and construct a disaster-resistant community. Informal activities grounded in the decisions of individual families and small groups of leaders cannot replace the comprehensive and participatory planning effort needed at the municipal level.”

But to remain in the town was a tough decision for the residents to make, Crittenden said.

For one, the national government has sacrificed Bacolor to make the provincial capital, San Fernando, live. Seventeen of the town’s 21 villages were ringed by the 56-km FVR Megadike to be able to trap the lahar. Then, the residents have to live right next to a virtual dike, actually a highway raised six meters high.

“It tells of their great will to stay in their town,” Crittenden noted.
A set of photographs captured anger. In red paint, a wall facing a street screamed this protest: “Megadike sa San Fernando, Megadie sa Bacolor.”

Eventually, the message was lost as lahar, coming in yearly cycles, claimed what was left of that wall.

The documentation project, Crittenden said, would hope to cover the neighboring villages of Cabanlantian and Cabetican. Family portraits and history may be added as layers in the map, she said.
She said there’s so much to put in the map because only a tenth of a big cache of photographs has been attached. In time, the map would be put on the Internet. For the time being, it is being made available to the people of Bacolor.

Two papers—“Living with Lahars: Opportunistic Socio-Economic Uses of Natural Hazard Mitigation Structures on the Pasig-Potrero River” and “Can This Town Survive? Case Study of a Buried Philippine Town”—tell more of how Bacolor residents are rising from the disaster and these, Crittenden said, could provide tips to communities living near angry mountains.

There are 22 active volcanoes in the Philippines.

The Center for Kapampangan Studies devoted one issue of its publication “Singsing” on Bacolor’s glory, doom and rise. It can be read on www.hau.edu.ph/kcenter.

What is sure, Crittenden said, is that Bacolor has not been blotted out from memory, as many buried towns had been.

NEW YORK — Chien-Ming Wang and Robinson Cano helped the Yankees break out of their funk last season, energizing the ballclub with superb rookie seasons.
The pair was back at it on Tuesday.

Wang pitched 7 1/3 shutout innings, while Cano provided the only run of the game with a sixth-inning home run, as the Yankees defeated the Indians, 1-0, to snap their four-game losing streak.

The win, combined with Boston’s late walk-off loss to the Twins, put the Yankees back into a tie with the Red Sox for first place in the American League East.

“We’ve made our mark here,” said manager Joe Torre. “For an organization that really didn’t rely on the farm system, these two kids have really made a difference from last year to this year.”

Entering Tuesday’s game, New York and Cleveland had each scored 359 runs, tops in the Majors. But Wang and Paul Byrd made the two lineups look like a bunch of slap hitters, holding the teams to a combined 11 hits, eight of which were singles.

“Pitching can control the hitting when you have two pitchers who do what they did tonight,” Torre said.

Staring at the four-game losing streak, the Yankees sent Wang to the mound in search of a solid performance. Wang, who never seems fazed regardless of the circumstances, said he felt no additional pressure when he took the ball Tuesday.

“I don’t think about that,” Wang said. “I try to stay the same; just pitch.”

“He just goes out there and just goes about his business,” Jorge Posada said. I don’t think he gets caught up in what’s going on.”

The Yankees had chances in each of the first three innings, leaving six men on base, including three in scoring position. Alex Rodriguez (0-for-4, three strikeouts) and Cano each had two chances in those innings, but Byrd retired them both times.

A-Rod was booed each time he came to the plate, as well as each time he recorded an out. Rodriguez, who won Player of the Month honors in May, is mired in a 4-for-32 (.125) slump in June with no extra-base hits and just one RBI.

“He’s booing himself, too,” Torre said. “He’s fighting it right now, and I don’t have an answer for him other than to pat him on the rear end. He’s going to have to fight his way out of it; there’s no place else to go. I trust it will happen; whether it’s tomorrow or the next day, I don’t know that.”

“That’s what happens to everyone, man,” Derek Jeter said. “That’s all you can say. We won the game. That’s all we were trying to do.”

Wang didn’t give the Indians nearly as many opportunities, allowing three singles through the first five innings. Wang recorded eight ground-ball outs and three popups in that span, striking out three. Only Travis Hafner hit a fly ball to the outfield in the first five frames.

“[Wang’s] a lot of fun, because you can call any pitch and you know where it’s going to be,” said Posada. “When he’s like that and he’s got his arm angle up, it’s a lot of fun to see.”

“He has a great sinker, a heavy ball,” said Aaron Boone, who had two of Cleveland’s five hits. “That was about the best sinker we’ve seen this year. He was tough, no doubt about it.”

Cleveland had its first real scoring chance in the sixth, as Grady Sizemore led off with a double off the wall in center field. Casey Blake flew out to Kevin Thompson in right field, as Thompson made a great catch. The Yankees intentionally walked Hafner, then Wang got Victor Martinez to ground into a 4-6-3 double play, ending the inning.

“Posada told me not to throw it in the middle,” Wang said. “[He wanted me to] stay outside.”

“Every time we get a guy on base, we’re looking for that double play,” Cano said. “We have to be ready, because we get a lot of ground balls.”

Cano rewarded Wang in the bottom of the inning, blasting a one-out solo home run to right field, snapping the scoreless tie. It was Cano’s fourth homer of the season.

“When you have a guy like Wang pitching that kind of game, you want to come out and get him some runs,” Cano said. “I was looking for a strike and he made a mistake.”

“I tried to locate it down and away and make a good pitch and not overthrow it,” Byrd said. “But I hung it. He did what he should have with that hanging curveball.”

Wang pitched into the eighth, getting one out before Torre lifted him for Mike Myers, who retired Sizemore. Kyle Farnsworth got the final out of the inning, handing the one-run lead over to Mariano Rivera, who retired three straight Indians after Andy Phillips’ error to start the ninth put the tying run on base.

“Huge,” Rivera said. “We needed this one. Big.”

“Momentum shifts so often during the season,” Torre said. “A loss during the season isn’t like it is in the postseason, but I still hate going home after losing. I hate waking up in the morning after losing. You’re looking forward now instead of at what you did a few days ago.”

各位關心樂生院的朋友,我們誠摯地邀請您在6月11日這個緊急而迫切的時刻,也就是樂生院暫定古蹟到期的前一天,與樂生院勇敢的阿公、阿嬷一起走上街頭,表達捍衛樂生社區文化與生存權利的訴求。同時,我們要向政府展現民間社會的力量—我們竭力追求一個捍衛弱勢人權與歷史正義,尊重文化與生態環境的進步社會!

在社會各界朋友(包括當時會勘審議的老師們)的努力爭取下,去年的12月12日,文建會公告樂生院整體院區環境為暫定古蹟。然而,半年將過,暫定古蹟的期限就要到來,地方政府卻仍不願擔負起政治責任,仍然未見任何依法指定的動作。捷運局反而卻在日前卻提出重新開工與拆遷的新方案,大部分的院區仍將遭到拆除破壞,院民仍將被迫遷至他們始終無法接受的醫療大樓,一切像是突然回到原點!在我們四處緊急陳情下,終於獲得文建會的承諾—若暫定古蹟到期後地方政府仍無作為,文建會將依法介入召開審查會議,但卻也表示要兼顧地方建設做成相關決策。

如今,又到了樂生院存廢的生死交關時刻!

6月12日一過,樂生院會如何呢?最好的狀況,文建會指定樂生為古蹟,開始研擬全區保存的方案;最糟的狀況,失去了暫訂古蹟的保護傘,拆遷與工程作業立即開始進行。或拆遷?或保存?極有可能在短時間內做成決策!

我們知道有許許多多的朋友長期關心著樂生院的保存,默默支持著這些勇敢的院民們。而平日我們這些緊急的陳請行動,您可能不克前來。然而,這一次我們誠摯地邀請您務必一起走出來,用行走、用歌唱、用講演……各種各樣的方式,表達您的聲音與意見。這是我們唯一一次在假日舉辦這樣的大遊行,因為,我們期待政府單位也聽見您們的聲音!政府單位總是說,要求保存樂生院的只有我們這一小群人。然而,我們深切相信不是如此,樂生的保存,是渴求公義與寬容的集體價值!是成熟民間社會的呼聲!

我們這次遊行的訴求如下:

一、正視樂生院民的居住權:政府應立法保障樂生院民的居住權,並與樂生保留自救會對等協商任何保存與居住的方案。

二、依法進行審查指定作業,並推動爭取列為世界遺產:樂生院為世界級的文化資產,已由聯合國教科文組織相關學者專家,針對樂生院與日、韓療養所共同申請提報世界遺產進行研究考察工作。政府應立即依法進行審查與指定的程序,並公告整體樂生院區的文化資產價值,積極推動保存工作,以爭取列入世界遺產。

三、擬定規劃全區保存樂生院的方案:儘速變更捷運機廠設計,全區保存樂生院區整體環境,並朝文化與生態社區進行整體規劃。

這次的遊行,我們將宣示台灣的社會將不再容許對於弱勢者人權侵害與歷史抹除的悲劇發生。不分藍綠政黨、中央地方,我們將至文建會、行政院、國民黨部、總統府…等單位表達捍衛樂生的訴求,誠摯邀請您與我們同行!

6月11日,這歷史性的一天,我們一行人將以六步一跪的苦行方式參與遊行,象徵在這一天,讓我們的雙腳屈膝,彎下腰來,謙卑徐緩的前進。從我們低下頭來,身體更接近土地的那一刻開始,我們應該放棄以倨傲的態度對待這一群漢生病友。在四肢酸疼,身體疲累,覺得自己無法前進時,或許我們才能用自己的身體略微經驗他們千萬分之一的磨難。

帶著一種莊嚴與謙卑的心情,我們祈求政府傾聽土地的聲音、底層的聲音、弱勢者的聲音。也帶著溫柔而堅定的意志,我們希望政府明白保衛樂生院的決心亦會如此一般恆長團結,超越一時激烈的衝撞,未達終點絕不停止。

我們知道台灣漢生病友人權運動,從2002年開始,因為台北捷運工程開始拆除院民居住的樂生院,期間病友及家屬遭受政府各單位嚴重歧視,迫遷加害。直到去年十月二十五日,台灣樂生院民告日本政府過去隔離不當應與補償之「東京勝訴」之後引起國際媒體及台灣國內社會開始正視過去「台灣漢生病友人權被侵害的過程」,及未來「人權回復與立法保障的工作推動」。「台灣漢生病友人權保障條例」於焉正式提出,並獲得立法院內五個黨團多數立委連署支持,法案強調病友應享有的權益包含,接受政府道歉,回復名譽,接受賠償,在園保障,終身照護,居住保留居區國定古蹟指定等基本人權保障精神。未來台灣政府將設立專責委員會,病友並得成立對等協議團,共同爭取病友及家屬各項權益。令人感到相當欣慰。

然而正當國際殷切冀盼台灣政府盡速完成立法保障病友人權之時,聽聞立法院個黨團協商已近半年,捷運工程單位與支持工程之立委百般阻饒,歷經多次流會。法案十二條主張 文化資產保存法之中央主管機應指定設立於1930年12月12日之「樂生療養院」為國家級古蹟,履履遭受立法院內遭受杯葛。而且行政院所提的法案並不承認1962年以後院民還處於與社會隔離的狀態,不願道歉賠償;此外針對三年前台北捷運機場工程對病友進行強制遷移的種種不當措失,政府至今還未提出妥善處理方式。最近又聽聞行政院再次同意捷運工程繼續拆除病友居住的區域,因此引起我們關切台灣目前居住在台灣樂生院三百多位病友人權及居住權,以及院外數仟名患者的權益。

台灣漢生病友從1930年開始受到收容,至今七十五年歷史,根據病友組織樂生保留自救會與漢生人權侵害調查小組的調查公佈,病患在其中依然飽受許多政策歧視,此外人權侵害如強制隔離、社會剝奪、人體實驗、醫療不當、強制節育、嬰兒與母親強制分離、以及最近三年發生,捷運工程驅趕迫害病友人權及居住權、家屬被驅趕離院等問題,此外院外也有數千名老邁病友如今都面臨了老年照護及醫療等問題,政府加諸漢生病受害者及其家庭成員種種違反人權的作法不曾間斷。病友當年因為錯誤政策的犧牲,如今歲月不再,人權不待,台灣政府有義務好好照顧病友的晚年生活。然而聽聞某重病病友說「政府不認罪,死也不能瞑目」令人心疼,他甚至表示政府是不是要拖到老邁病友死光了,就不用「照護」,不用「賠償」,不用「指定古蹟」了?因此我們提出以下訴求。

全球連署的訴求

(一)、我們相當支持「台灣漢生病友人權保障條例」草案所提到的精神:法案強調病友應享有的權益包含,接受政府道歉,回復名譽,接受賠償,在園保障,終身照護,居住保留居區國定古蹟指定等基本人權保障精神。未來國家將設立專責委員會,病友並得成立對等協議團,共同爭取病友及家屬各項權益。請立法院各黨團也能秉持當初協助推動的原則,全力支持完整通過法案。

立法精神如下:

一、道歉、恢復名譽:本條例制定前發生的漢生病友其所受的社會排除、污名、歧視、種種權益損失,為撫平傷痛,政府應誠心道歉,積極恢復名譽。

二、給予賠償:全體漢生病友其所受身體及精神的傷害,政府應給予賠償。

三、在園保障:國家應保障現居療養院之病友及其家屬於現居地之健康權及居住權。不應有任何形式之隔離及強制其遷移。並依憲法保障其選擇居所的自由之權。

四、受照護權:漢生病友皆享有終身受醫療照護權。政府應加強社區照護治療及復健,終身保障其受適當醫療照護之權利。國家提供的醫療照護環境,應符合國際標準。

五、保留區指定:台灣目前院外接受門診治療的人數尚有上千人數,近年來已鮮少出現新增病例,然現存者依然面臨社會污名歧視的傷害,有些人面臨老齡化需求照護問題,為保障全體病友權益。國家應妥善保留樂生院區,規劃持續作為病友康復園區協助需求者,給予妥善的照護環境實屬人道關懷之必要。

六、國定古蹟指定:民國19年12月設立的「樂生療養院」,見證時代變遷、公衛醫療人權發展的歷史,是東亞重要的醫療文化資產、建築應以聚落古蹟指定方式,進一步完整保存當地、人與建築及自然的生態環境,留給後世以玆反省借鏡。

(二)、真相究明刻不容緩:行政院至今不願意承認過去六十年國家加諸病友的人權侵害,政府有必要真相究明,法案制定才可能還給病友應有的公道對待,正視目前全球關注漢生病受害者及家屬岐視問題,解決問題。

(三)、病友老邁,歲月不再,人權無怠!全球連署希望呼籲台灣政府、陳總統、蘇院長、還有立法院為民喉舌的各個黨團,立法委員,請以全球漢生人權為己任,在台灣盡速完成立法,並能推己及人共同協助推動實現全球漢生病友人權回復的工作。

(四)、法案第十二條請盡速通過:台灣樂生院是全球少數保存完整的世界遺產,見證漢生病友受壓迫歷史,銜接了全球未來對漢生病友人權保障改革的課題,唯有完整保留,才能彰顯台灣政府根絕對漢生病友歧視的決心,我們支持病友,希望能在法案中由國家承認指定國定古蹟才足以輔慰病友傷痛,見證東亞漢生人權侵害歷史,作為全球「前事不忘、後事之師」的借鏡。

【轉載】縱然千夫所指 阿扁困獸猶鬥

台灣有著不知羞恥為何物的當權者、一大堆執政黨政客表面上或許批扁,但一個個想到自己的權位將受波及,馬上就誓言「鞏固領導中心」而護短;近期各媒體民調,對於陳水扁的表現至少都有六成以上「不滿意」,民進黨剛好相反,高達六六%的執政黨立委,對扁所作所為覺得「滿意」。

如果上帝存在,祂將會痛苦地發現,祂竟有束手無策的時候,特別是當他看到台灣當前亂七八糟的局面,必定會大叫一聲:「我真的服了你們!」

台灣的政治,經常令人不得不服氣!因在眾多的因素紛雜中,該受到懲罰的人,很可能可以逃脫噩運,恐怕還會反過來向無罪、無辜的人民百姓逞威!

這並不是在危言聳聽,除非台灣人民能夠發揮過去推倒戒嚴體制的奮起和團結,有著長期抗爭、絕不罷休的心理準備,結盟成合作團體,並且向其他的在野黨領袖與民進黨實力人物施壓,痛斥他們隔岸觀火,想要趁火打劫之意圖,不然,這波看似蜂擁的「倒扁」風潮,似乎已經不可能成功,而且,陳水扁集團還可能進行更凶暴的反撲。

因為,台灣有著不知羞恥為何物的當權者、還有兩面光的權力掮客群,一大堆執政黨政客表面上或許批扁,但一個個想到自己的權位將受波及,馬上就誓言「鞏固領導中心」而護短;祇想坐享其成的在野黨領袖與實力派人物、落魄政客想要趁火打劫、以及腦中祇想著自己選舉前途的政客們,都不可能真正奮起,因此陳水扁和他周遭的人們,在台灣錯亂的體制中,可以躲在「總統副總統選罷法」的保護傘之下,依然負嵎頑抗、困獸猶鬥。

表面上看起來,陳水扁和民進黨似乎已經陷入了前所未有的困局之中。在揭弊與爆料風潮之下,被揭露的第一家庭所涉及之弊案,簡直多到駭人聽聞的程度。強烈「倒扁」呼聲讓他與民進黨的命運,像在風雨飄搖之中,成了笑柄的素材。

弄權貪瀆源頭 非正式權力長期指揮公權力

特別是在趙建銘入監後,民憤沸騰,反映了府邸當權人士及親私佞倖的貪腐無厭,所累積的民怨已深,超乎想像。這些民怨民憤,當然得由陳水扁來承當。因趙建銘除了裙帶身分外,在國家體制中,根本就是一介平民,他的貪暴如果沒有公權力的配合,又怎麼可能遂行呢?
就以他涉及的所謂四大弊案來說吧,短短時間,駙馬吸金的財貨竟以上億元來計算,如果不是掌握公權力的人士配合駙馬的「關說」,各相關單位為什麼要配合?這些人或許未必參與「圖利」〈這部分有待司法單位進一步偵查〉,但可以論斷,這些「被關說之人」已經非法接受了「非體制內人士」的指揮,勢必難逃瀆職之責。

進一步追問:龐大的國家機器,為什麼抵抗不了一個「非體制」人士的壓力,原來是這種壓力早就鋪天蓋地了,公權力早就習慣於接受這些非體制力量的壓迫與指揮。二○○○年陳水扁就任後,行政院長、副院長和秘書長,每次開會,會前先向總統府的「秘書」請示,會後要向總統府的「秘書」匯報,這早就是政院的公開慣例。上行下效,各當權新貴的機要秘書也是習於越級遙控,走在路上,下巴翹得比天高。六年來,政府的運作就是親信、親人和親友成了「傳話人」,各部門的官員們不順從而因此被拔烏紗帽的故事層出不窮,也難怪許多高官一接到電話那頭傳來:「我是趙建銘。」他們的脊樑骨就先矮了半截。

從這角度看,就算陳水扁還未被追查出是否涉及貪腐獲利,但因他的縱容和包庇親信、親人和親友,長期以「非正式權力」指揮公權力,置國家體制於度外,才正是弄權貪瀆之所以層出不窮的總源頭。

所以,他當然已成為民進黨執政的最大包袱,連扁迷中都傳出他已從「台灣之子」淪為「台灣之恥」的耳語。而民進黨的民代更紛紛跳出來指責扁「治國無能,治家無方」,認為他必須下放權力,絕不容再「一人獨大」。

當權者無羞恥心 政商勾結、貪瀆露出猙獰形貌

這種局面下,陳水扁和民進黨已經很難再進行領導,人民對他們不再信任,國家機器更根本就看不起他們了,未來國家將空轉得更嚴重。最近,在政府文官中,就普遍流傳著一個冷笑話:就是內政部該不該主動出面,勒令解散民進黨。

日前,為了解決張有惠和「第一律師」林志豪把持「糖協」的亂象,經濟部祭出了「糖協」的作為已經與「創立宗旨不符」的殺招,勒令強制解散糖協。既然已有先例,那麼,民進黨的北高市長候選人初選提名,兩位黨主席謝長廷與游錫堃扭曲民主機制封殺了沈富雄,又不斷以「北謝〈長廷〉南葉〈菊蘭〉」以阻擋陳菊,所行所為可謂偏離了「民主」了。

至於,新金權結構涉入貪腐的醜聞頻出,所行所為更偏離了「進步」與改革,所以行政文官們彼此戲謔地問道:「民主進步黨所行所為,是不是也完全偏離了『民主』與『進步』的立黨宗旨了?」既然如此,主管人民團體的內政部長李逸洋難道不應師法經濟部,以「行為已嚴重違背創立宗旨」之由,勒令解散民進黨嗎?

這種局面,知恥的人早就痛悔改革了;不過,陳水扁與民進黨卻未必覺醒。因為他們有恃無恐,吃定了馬英九和在野黨根本沒輒。除非還有更大的力量對他們能加以鞭韃,不然,他們不可能因痛而醒。

因為,當權者並無自懺清議的羞恥之心。在歐美先進國家,若國家領導人發生了「家教不嚴」事件,祇要有一小件被揭發,執政者早就羞愧難當了,更何況在駙馬爺趙建銘被收押後,揭弊、爆料的風潮正如野火燎原之勢橫掃全台,購名錶被控不付錢、第一夫人的密友僅有十股股權就可以當董事、到財政部長呂桔誠以台開案「嫌疑人」被約談……藉由趙建銘案的曝光,環繞總統府和官邸的政商勾結、黑金貪瀆逐漸露出了猙獰的形貌。

在野無追究決心 阿扁反以新民意繼續逞威

但在連串弊案已激起全民公憤、千夫所指之下,陳水扁與民進黨卻依然可負隅頑抗、困獸猶鬥,還可以高喊「鞏固領導中心」,令人拍案驚奇。

他們仗勢的就是,在野黨根本沒有追究到底的決心和能力。這麼多貪瀆弊案,國會最大政黨的國民黨竟然手足無措、無動於衷,實在是荒謬離奇。國民黨主席馬英九表明不同意在此時提罷免案,但他也提不出新作為,對人民追求公理正義的心願置之不顧,豈非咄咄怪事?有這樣無能的在野黨,難怪當權者可以依然我行我素,笑罵由人,穩坐釣魚臺了。

坦白說,在當今的選罷法設計下,馬英九不贊同推動罷免陳水扁,基本上是有所本。因在制度上有著「三分之二立委『記名』投票」的限制下,本報特別遍訪了民進黨立委,多數都表明不支持罷免陳水扁之下,在野黨的罷免案勢必不可能通過。如果沒有縝密的計畫,冒然推動罷免案終究是一場空。

荒謬也正在此,對一個知恥識義之人,被人民發動過罷免就足以羞愧而死了,但更可能的發展卻是,民進黨和陳水扁,反而會把這種結果另外解讀:這是阿扁通過了一次政治意義上的「信任投票」。從已經聲望低迷到二一%到一七%之間,都還可以強推陳聰明當檢察總長,還想要證明自己還是權柄在握的心態來看,罷免不過關,阿扁反而會以「新民意」誇口,繼續逞威。因為,這麼大的風暴都將不了他的軍,未來兩年,陳水扁集團伸展手腳,當然更肆無忌憚了。

黨機器形同虛設 國民黨智庫無法協助追弊情勢

既然罷免案不足以撼動阿扁,那麼就追弊到底,讓陳水扁和依附在他身旁的貪腐曝露得更多,創造不得不罷免的情境,可能是當前對付貪腐的惟一途徑。但值得注意的是,全民追弊,卻尚未發展出一個長期抗爭之機制。散彈打鳥的現狀中有莫大之隱憂:就是焦點會被刻意扭曲。

目前駙馬爺涉弊的新聞成了新焦點,許多牽涉更高層、利益更多的台肥案、SOGO案、ETC案、勁永禿鷹案、高捷案……反而少被關注了,涉入其間的「皇親國戚」因此又喘了好幾口大氣。將來,要是又有一個什麼大案爆發,焦點又轉換,趙建銘案還會雷厲風行地追下去嗎?

坦白說,從高捷案到駙馬案,局勢之形成是輿論與民意發揮了強大的批判、監督功能,對第一家庭所涉及明顯違反社會公義的弄權玩法行徑,鍥而不捨地報導、追蹤,致使當局在眾目睽睽下不敢對司法檢調過分施壓。

過程中,在野黨卻祇是在睡覺,不但無法揭弊於先,就算事情爆發了,在野黨也毫無作為,追弊於後。龐大的黨機器形同虛設、無人匯整情勢,更無人指揮從政黨員集中焦點。

國民黨智庫中,眾人明明都掌過政,理應最瞭解箇中手法,卻個個呆若木雞,無法用他們的經驗與專業,協助追弊追到訣竅,讓追弊眾人可以打蛇打到七寸,不但沒有集體的力量支撐,甚至,還頻頻有資深中常委與副主席等級大老向媒體抱怨:「媒體不要一直罵馬英九沒作為,等到年底他卸任台北市長後,就會專心改革國民黨,會有煥然一新之作為。」這就是已就任黨主席快一年卻無作為情況下,還要大家再「等一等」的荒謬託辭。

追求清明政治 人民應藉輿論民意發揮集體力量

這種在野黨昏聵、執政黨護短的局面,對當前台灣將是更大禍事的開端,現今全台風聲四起,爆料滿天飛、焦點卻紛雜,資訊過多、意義太少下,徒增一般閱聽眾的疑惑、憤怒與失焦。危機就在此:當人民因資訊太多,高亢的憤怒被激起卻發現所有的作為都無法奏效時,人民因失望而再度冷卻的心,恰好正中當權者之下懷。

於是,既然執政者並無真心悔改、在野者無能領導局面,台灣的人民必須要有所覺悟了。那就是不必等待馬英九和在野黨發起行動,更不必寄望當權者反省,祇有靠輿論與民意來團結,大家發揮集體力量,相互支持,彼此合作,有資料的爆資料、沒資料的幫忙宣揚,大家下定決心靠自己的力量,全心全力追求清明的政治,才可能激濁揚清,救護台灣!
